
All properties in Palomar Hills are subject to mandatory membership as designated on the owner's deed. Palomar Hills developers chose mandatory membership over optional membership to ensure the integrity of the neighborhood development plan and to enhance property values in the short and long term.
The annual fee of $600 per property is used for maintenance and improvement of common areas, recreational amenities and the clubhouse, administrative personnel, liability insurance, and legal fees. The association also charges a $70 processing fee to new homeowners and to existing homeowners buying new or additional property.Membership fees are paid quarterly by check, cash, or automatic bank draft. They are due on JANUARY 1 (for January, February and March), April 1 (for April, May and June), JULY 1 (for July, August and September), and OCTOBER 1 (for October, November and December).
Townhome owners pay an additional monthly maintenance fee of $165. Detached Townhomes pay an additional monthly maintenance fee of $45.50. This fee may be paid monthly or quarterly by a separate check to the Palomar Hills Townhome account.
Olde Bridge Estate homeowners pay an additional maintenance fee of $200 a year due January 1. This fee provides funding for street improvements; repairs, upgrades, telephone, and electric costs for the entrance gate; and fire hydrant rental. Checks should be made payable to Olde Bridge Estates at Palomar Hills.
In lieu of sending billing statements, the association posts payment reminders on the website and in the newsletter and sends electronic notices to residents who have provided email addresses. The association also provides pre-addressed envelopes as an additional reminder and courtesy to residents.
Accounts not paid by the 15th of the month are assessed a late charge of $15 per month. The late fee for the Townhouse Maintenance accounts is $5 per month. Returned checks are subject to a $25 charge. Other homeowner-incurred bank charges are posted to that homeowner's account.
