NEIGHBORHOOD PRESIDENTS AND BOARD OF DIRECTORSUnderstanding the different responsibilities of neighborhood presidents and board members is the key to understanding how the association is governed. The book of covenants and restrictions, known as the "Green Book" explains everything in detail. Here's the short version:
Neighborhood Presidents
Eight neighborhoods comprise Palomar Hills: Crossings, Glades, Greens, Meadows, Olde Bridge Estates, Townhomes, Villas, and Woods. Each neighborhood may elect a slate of officers, including president, vice-president, secretary and treasurer, though most elect only a president.
Typically, the president is the most active of the officers. He or she attends board meetings to voice questions or concerns peculiar to his or her neighborhoods and to stay abreast of issues and decisions facing Palomar Hills. Neighborhood presidents also participate in board work sessions, which are held on an as-needed basis, and help to develop the annual budget.
One of the most important duties of a neighborhood president is electing new board members. The presidents, or "voting members" as they are called in the green book, review resumes of prospective board members then interview and vote on the candidates. The election is held in June each year. Residents may contact their neighborhood president to offer input about board candidates.
Board of DirectorsThe Green Book calls for at least three board members elected at-large to serve and act in the best interests of Palomar Hills as a whole and not as representatives or advocates of a particular neighborhood. Members are elected for two-year terms. Terms are staggered so that no more than four new board members are elected in a single year.
Once seated in July, the board elects its own officers, including president, vice president, secretary, and treasurer. While all board members have voting rights, the president generally votes in case of a tie or when a quorum is needed.
Board members are responsible for setting and upholding policies set out in the Green Book and applying them fairly to all residents. The board meets once a month in an open meeting and in work sessions as needed. The board welcomes input from residents and members of standing committees such as modifications, beautification, and social, in determining and prioritizing the needs of Palomar Hills.
Board members and neighborhood officers serve voluntarily. They pay the full amount in dues and receive no special consideration, privileges, or compensation for their time and service on behalf of all Palomar Hills residents.
The association manager reports to the board and is charged with implementing board policy. The manager may consult daily with the association president or other board member as the need arises. The assistant manager, maintenance manager, and all other regular and seasonal staff report to the association manager.
